New York panel finalizes nation-leading climate blueprint

Nearly 18% of homes in Onondaga County currently are heated with electricity, but it’s traditional resistance heating. Resistance heating remains a backup option to supplement air-source heat pumps in extremely cold weather, according to the state plan. The Department of City Planning’s mission is to plan the future of the city of New York.

To promote the use of heat pumps, the state is implementing significant financial incentives. The same requirement will extend to larger residential buildings and commercial buildings in 2028. Heat pumps cost more to install than traditional furnaces but usually cost less to operate over the long run. Research shows they are healthier than sources that rely on combustion, which can contribute to asthma and other respiratory problems. Those are just two of the many policies in a 445-page plan adopted today by the state Climate Action Council, a 22-member commission made up of state agency leaders, environmental experts, energy industry leaders and others.

L-shaped kitchens are also perfect for adding islands that double as breakfast bars and dining areas, especially if you’re attempting to save open space in your floor design. The plan recommends a “cap-and-invest program” akin to California’s cap-and-trade program. The policy would put a “cap” on total permitted emissions units, known as allowances.

But the council’s “final scoping plan” is now the official policy for how state government will meet goals for greenhouse gas reduction required under a state law passed in 2019. State regulations must follow its prescriptions, said Robert Howarth, a Cornell University professor and a member of the Climate Action Council. Some of the policies approved today in the Climate Action Council’s “final scoping plan’' require further action before they can be enforced.

Government reforms will seek to curb car parking where public transport options exist and reduce the distance driven by motorists by a fifth as part of a drive to reduce emissions. By 2030, the state must have 70% renewable energy production and must reduce greenhouse gas emissions by 40%. Among these targets are the use of 70 percent renewable energy resources by 2030 and a zero-emission electricity sector by 2040, as well as a 40 percent reduction in statewide emissions from 1990 levels by 2030 and an 85 percent decrease by 2050. The provisions of the climate plan dealing with buildings are just one part of a sweeping document, which also includes new policies for transportation, renewable electricity, industry, agriculture and forestry and waste. Kitchens are most commonly found in L-shaped designs to incorporate the narrow lot goal.

By working with clear visualizations and direct engagement, urban designers can build the understanding and trust that makes productive collaboration possible. Good urban design spans multiple scales, from benches and planters to large-scale planning and policy initiatives. It requires attention to detail at every step in the planning and design process. With urban design leadership and vision, an abandoned rail line can become a world class park and a dilapidated streetscape can emerge as a village commons. Good urban design does not have to cost more or take more time, but it is most effective when initiated at the beginning of a project rather than as an afterthought.

In 1916 New York City’s first zoning regulations were established to ensure universal access to light and air. This core idea remains integral to every urban design decision, even as urban designers now address a broader set of questions of public health, comfort, and enjoyment across the public realm. Urban design supports the creation of vital street-life by promoting diverse and active ground floor uses.

The first priority of an urban designer on a project is to fully understand, appreciate, and document the site and context. This means walking a site at different times and getting to know the people and places in the area. Understanding the history of planning and development in an area, as well as ongoing initiatives, provides a foundation for sensible design thinking. Urban designers need to be sensitive to the social and economic context of a neighborhood, especially where legacies of racial or environmental injustice are prevalent. A thorough site analysis requires intensive sketching, measuring site conditions, and mapping data to inform the public conversation and inspire urban design strategies. Great urban design incorporates and celebrates a neighborhood’s history, the culture of those who call it home, and the natural systems that underlie and surround it.

The City uses policy and zoning tools to improve every New Yorker’s access to affordable housing, fresh healthy food, quality open space, and other essential neighborhood services. Urban design coordinates how these policy objectives work together on the ground. For instance, access to quality open space can be limited when cars are given priority over pedestrians and bicycles. If you're a home buyer in search of a new home who enjoys looking at narrow house designs you may also enjoy looking at townhouse plans or split level house plans for a fresh perspective. The 2019 climate law, known as the Climate Leadership and Community Protection Act, requires disadvantaged communities to receive a minimum of 35 percent of benefits from clean energy and energy efficiency programs, the council explained.

The plan adopted today by the state Climate Action Council requires energy-efficient electric heat pumps or other non-combustion heating systems in every new home built in 2025 or thereafter. New York is planning to phase in home heating technology, such as the air-source heat pump shown here, that does not produce greenhouse gas emissions. Urban design plays an essential role in coordinating complex urban projects, ensuring a level of transparency through visualization and documentation, and thereby creating a platform for sustained collaboration among multiple stakeholders.
